This paper by Nicholas Marsh (PRIO) and Neil Corney (Omega Research Foundation) argues for the inclusion of ammunition in the Arms Trade Treaty. It points out that ammunition offers specific opportunities to meet the Treaty’s principles, goals and objectives. Particularly concerning warfare, controls over transfers of ammunition offer a greater opportunity to prevent atrocities compared to controls over weapons. Ammunition can
only be used once, and needs to be re-supplied. Interrupting these supplies would offer an immediate means by which
armed forces engaged in warfare could be stopped.
