‘For this reason, the German Marshall Fund of the United States, the Heinrich Böll Foundation of Germany and the Center for European and International Studies in Kyiv launched a project in September 2004 that was aimed at a strategic dialogue on Ukraine and the Euro-Atlantic community. This dialogue consisted of two conferences, both taking place in Kyiv - one before the Orange Revolution and one inside the Ukrainian parliament building, just a week after Viktor Yushchenko was sworn in as president in January 2005.’
