The Hague agenda emerged from three years of intensive consultation between hundreds of civil society organizations world-wide and was the core document of the Hague Appeal for Peace conference, May 11-15, 1999
The Hague agenda was presented at UN 'Friends of 1999' meetings in the Hague and in St Petersburg which commemorated the centenary of the first Hague peace conference. It was also presented to the UN GA on Nov 17 1999 as part of the closing of the UN decade of international law, UN document: A/54/98.
