The report is based on the author’s experience in Ethiopia and the Horn of Africa since the late 1990s, building on research and discussions in Eritrea, Ethiopia and Kenya since 2016 focused on relations between the Arab states of the Gulf and the Horn of Africa. Additional desk research and interviews were carried out in Addis Ababa and Mogadishu during November 2019. Due to the sensitivity of the subject, interviewees have been anonymized.
