Thus, the impact of events in 2011, the Tohoku earthquake and the Fukushima nuclear accident, are not assessed. The purpose of this research is to answer the following questions. To what extent have the EU and Japan cooperated on the promotion of the Non-Proliferation Treaty (NPT) since 2001? What are the driving forces behind, and the barriers to, their cooperation? How should the EU and Japan foster their cooperation?; The EU Non-Proliferation Consortium is a network of foreign policy institutions and research centres from across the EU engaged in political and security-related dialogue and discussion of measures to combat the proliferation of weapons of mass destruction (WMD) and their delivery systems. The Consortium is managed jointly by SIPRI and three other institutes, in close cooperation with the representative of the High Representative of the Union for Foreign Affairs and Security Policy.
