The Deep Cuts Commission was established in 2013 as
a trilateral German-Russian-U.S. initiative involving strategy experts, technical specialists, and former military and government officials. In October 2013, the Commission convened for a first two-day workshop in Hamburg, Germany. The workshop was co-organized by the Institute for Peace Research and Security Policy at the University of Hamburg (IFSH), the Washington-based Arms Control Association (ACA) and the Institute of World Economy and International Relations of the
Russian Academy of Sciences (IMEMO, RAN).
