500 _aThis volume has its origins in a discussion that took place at a meeting of the CISS on Oct 11, 2002. The paper by Steven E Miller was originally written for an International Pugwash Workshop (no 276) on 'Terrorism and Weapons of Mass Destruction', held in Como, Italy, on Sept 26-28, 2002. The paper was revised for this publication. A substantially shorter version of William D. Nordhaus's paper was published in the Dec 5, 2002 issue of the 'New York review of books'.
